The short answer: protect China-to-Eastern-Europe orders by locking the customs data before cargo handover, comparing ocean and rail on total door-to-door risk, and keeping a funded contingency for the part of the order that cannot be late.

Three actions before the cargo-ready date

  • Freeze the lowest-level product description, HS code, seller, buyer, consignee and routing data early enough for the carrier to submit a complete EU Entry Summary Declaration.
  • Compare modes using the same scope: origin pickup, export handling, main carriage, border or port handling, customs, destination delivery and realistic buffers.
  • Split critical and non-critical stock instead of forcing the whole order into the fastest or cheapest mode.

Control 1: Make the ICS2 data complete

The EU's Import Control System 2 requires safety and security data for goods entering or transiting the EU. The data is submitted through an Entry Summary Declaration and is used for customs risk analysis. The Commission states that all transport modes are covered, including road and rail. A vague description such as “parts,” “equipment” or “accessories” is not an operational shortcut. Build the data set at purchase-order level:

  • precise commercial description and material or function;
  • model and brand where applicable;
  • HS code confirmed by the importer or broker;
  • seller, buyer, consignee and EORI data;
  • package count, gross mass and container information;
  • transport route and house-level parties.

The buyer, supplier, forwarder and EU filing party should agree who owns each field and the cut-off for changes.

Control 2: Compare ocean and rail correctly

The China-Europe Railway Express is a large network. Official May 2026 reporting describes connections from 129 Chinese cities to 235 cities in 26 European countries, plus more than 100 cities in 11 Asian countries. Do not compare a port-to-port ocean rate with a terminal-to-door rail quote. Put both into a landed-cost sheet with the same currency, cargo dimensions, insurance, customs and delivery scope.

Control 3: Use a two-speed inventory plan

Classify each purchase-order line:

  • A — production-stopping or launch-critical: reserve a controlled rail or air fallback.
  • B — revenue-important but bufferable: use the preferred mode with a time reserve.
  • C — replenishment or bulky low-margin: consolidate for ocean freight.

This avoids paying a premium for non-critical cargo and avoids gambling critical parts on the cheapest available space.

Control 4: Inspect and document earlier

Inspection should finish before the transport plan becomes irreversible. Schedule final inspection with time to correct defects, rebuild packaging and reissue documents. For mixed-supplier consolidation, use a master carton list and label every purchase order before the goods reach the warehouse.

A late inspection is not only a quality risk. It can invalidate booking data, miss the train or vessel cut-off and force an expensive re-routing.

Control 5: Approve the quote as a service specification

A usable quote records:

  • origin and destination points;
  • mode, corridor and planned service;
  • equipment type and chargeable basis;
  • inclusions, exclusions and validity;
  • free time and destination charges;
  • cut-offs and cargo-ready assumptions;
  • customs-data responsibility;
  • change, cancellation and rollover terms.
